| 요약2 | With the increasing number of regions where urban regeneration projects have concluded after over 10 years following the enactment of the Special Act on Urban Regeneration, it is now time to evaluate these projects. This study analyzes the operational status of the core organization for integrated urban regeneration, the Urban Regeneration Promotion Team, which is the primary mechanism to achieve the fundamental objectives of urban regeneration. Based on this analysis, the study aims to identify operational issues from the perspective of administrative collaboration and to propose improvement measures. The analysis of the operational status revealed that hardly any local governments operated according to the operational guidelines for the Urban Regeneration Promotion Team. The reasons for this were found to be a lack of awareness by local governments, insufficient management by the Ministry of Land, Infrastructure, and Transport, a lack of effectiveness in the operational guidelines, and insufficient legal basis. Due to the dysfunction of the Urban Regeneration Promotion Team, inter-departmental cooperation systems were not functioning properly, and agreed-upon matters were not implemented, resulting in reduced regeneration effects during the project execution process. Post-completion, the lack of cooperation led to the decline of single-department projects and inadequate management for continuous operation. Therefore, this study presents tasks to overcome the current problems and to ensure effective administrative collaboration for the operation of the Urban Regeneration Promotion Team. |
