| 요약2 | The cost of public facilities increases due to diversified citizens’ demand, but local governments have to reduce costs as tax decrease due to a decrease in population while providing adequate public services to citizens. Spatial welfare facilities can be a supplement to public facilities by reducing the burden on local governments through the operations of private and public enterprise and enhancing user satisfaction. This study explores sustainable operations for public facilities by analyzing the Seoul Housing Lab operation model as a SH spatial welfare facility. Seoul Housing Lab engaged with the private sector throughout the entire process of creating a space to discuss the agenda of residence, using the underutilized residents’ community center in public housing. In addition, Seoul Housing Lab achieved several outputs, such as discovering residence agendas, developing policies, providing spatial welfare services, and operating models of private-public shared spaces. Although it has the advantage of operations by showcasing the capabilities of the operator rather than the management of public facilities, Seoul Housing Lab has limitations such as unclear use, ambiguous criteria for judging operational performance, and challenges in securing autonomy of the operator. Therefore, spatial welfare facilities can serve as supplementary measures for public facilities by: 1) establishing spatial welfare goals and specific uses of space, 2) setting operating goals and evaluation criteria for facilities or spaces, and 3) granting sufficient authority to demonstrate the capabilities of operators while supporting private operators in strengthening their capabilities. |
