| 요약1 | 주민자치센터, 보건소, 공공도서관, 박물관, 체험관 등은 지역에 거주하는 주민들이 일상생활에서 삶의 질 향상을 인지하게 만들어주는 공공건축물이다. 공공건축물은 공공서비스 제공을 위한 물리적 공간으로서, 지역의 인구 특성을 수렴하는 동시에 한정된 재원의 효율적 사용이 병행될 때 지속가능성을 담보할 수 있다. 이러한 관점에서 지방도시의 공공건축물 변화 추이는 고무적이라 할 수 있다. 인구감소에 따른 세수 확보의 어려움에도 증가 추세를 보이기 때문이다. 이에 본 연구는 지방도시의 인구구조와 세입예산이 공공건축물에 미치는 영향을 비판적 관점에서실증 분석하였다. 121개 지방도시의 공공건축물을 균형 패널자료로 구축하여 분석한 결과 상대적으로 의존재원인 지방교부세의 큰 영향력이 나타났으며, 소멸위험과 저출산 수준에 따라 지역간 차이도 확인할 수 있었다. 인구감소 시대에 지방도시 거주자에게 보다 합리적이고 실용적인공공서비스 제공을 위해서는 공공건축 조성 프로세스에 인구변화 모니터링 결과가 반영될 수있도록 제도적인 개선이 요구된다. 또한, 고령인구비율이 높고 인구감소가 심화되는 지역일수록의존재원을 포함하여 한정된 재원의 사용에 있어 신중한 접근이 필요하다. |
| 요약2 | Public buildings are physical spaces for the provision of public services, which can ensure sustainability only when the efficient use of limited resources is combined while converging the population characteristics of community. The number of public buildings are increasing despite difficulties in securing tax revenues due to the shrinking population in regional cities. Thus, this study critically investigated and analyzed the changes in the population structure of regional cities and the impact of the revenue budget on increase of public buildings area. The main findings of our study describes that more conservative strategy is required in areas where the elderly population ratio is high and the population shrinkage is intensified for the efficient use of limited local financial resources. For providing better public service, it is desirable to modify regulatory system so that population monitoring result is accounted for in the process of creating public buildings. |
