| 요약1 | 본 연구는 우리나라 생활도로의 보행환경 개선수단으로서 보차공존의 개념과 관련 제도의 현황을 고찰한 기초 연구이다. 9종의 현행 생활도로 설계지침의 내용분석을 통해 도출한 주요 연구결과는 다음과 같다. 먼저, 통합과 분리라는 두 가지 원칙 사이에 물리적 분리 정도와 경계의형식 뿐 아니라, 계획의 방향과 접근방식에 대해서도 중요한 차이가 있음을 확인하였다. 현행지침에 채택된 보차공존은 절충보다 원형과 원칙을 강조하는 협의의 개념에 가까웠고, 대체로신중하고 제한적으로 적용되었다. 반면 보차분리의 개념과 적용범위는 평면적, 시각적으로 분리된 ‘약식 보도’를 포용하도록 보도의 물리적 기준이 완화되고, ‘안전=분리’라는 강력한 명분이공간적 제약이나 장소에 대한 우려를 보완함에 따라 다방면으로 확장되고 있었다. ‘보행우선’의의도보다 ‘공간통합’의 형식이 중시되는 한, 약식 보도에 대한 편향과 의존성은 지속될 것이다. 보차공존 고유의 대안적 가치와 잠재력에 대한 근본적인 재인식과 공론화가 필요하다. |
| 요약2 | As a preliminary research, this study explores the concept of Shared Streets within Korean urban contexts and planning system, based on a contents analysis of 9 selected street design guidelines in practice. There were clear distinctions between the two principles of integration and segregation, not only in spatial layouts and physical barriers, but also in planning priorities and approaches. Shared Streets appeared in current guidelines as a narrow concept with strict criteria, implemented with limits and cautions. In contrast, the segregation principle acquired a wide versatility in its concept and application, embracing ‘incomplete sidewalks’ with flat surface and visual contrast. Spatial limits and place concerns were offset by the pretext of ‘safety=segregation’. If the spatial formality overrides the intention of pedestrian priority, the current bias and dependence on incomplete sidewalks would persist. Alternative values and potentials of Shared Streets deserve proper consideration. |
