| 요약1 | 영국은 1997년 빈집정비 정책을 시행하여 2016년 빈집의 수가 최저치를 기록하는 등 가시적성과를 거두었다. 이에 본 연구에서는 영국의 빈집정비 정책과 추진사례를 분석하고 국내 빈집정비 정책의 시사점을 제시하였다. 영국의 경우 빈집 문제를 사회 문제로 인식하고 빈집정비 정책을 도입하였으며 집권정당에 따라 정책기조가 변화하였다. 빈집정비 정책도입기(노동당정부, 1997~2010)에는 빈집의 수를 줄이기 위해 철거위주의 정책을 시행하였고 정책 활성화기(연립정부, 2010~2015)에는 빈집의 재활용을 촉진하기 위해 다양한 지원정책을 시행하였다. 이후 빈집의 수가 줄어들면서 2010년 중반부터 지원정책을 축소하였고 그 결과 2017년 빈집의 수가다시 증가하였다. 영국의 빈집정비 정책은 행정지원, 제도지원, 세제지원, 재정지원의 4개 유형으로 분류할 수 있으며 그에 따른 빈집정비 사례 5개를 분석하였다. 영국의 경우 중앙정부의제도적ㆍ재정적 뒷받침 아래 지방정부가 빈집정비를 주도하고 다양한 시민단체가 참여하여 임대주택 공급, 작업공간 활용 등 빈집을 다양하게 재활용하고 있으며, 이는 국내 빈집정비 정책에시사하는 바가 크다. |
| 요약2 | The UK implemented an empty homes policy in 1997, resulting in the lowest number of empty homes in 2016. In this study, we analyze the empty homes policy and cases in the UK and discuss future directions and implications for the empty homes policy in Korea. The increase of empty homes in the UK had been recognized as a social problem and related policies were introduced and changed as the ruling political party changed. While the focus of policy was on demolition in the labor government of 1997-2010, it was on recycling in the coalition government of 2010-2015. Since then, the government scaled back its support in mid-200s, as the number of empty homes decreased. As a result, the number of empty homes has been on the rise again since 2017. The UK’s empty homes policies can be categorized into four types: administrative support, institutional support, tax support, and financial support. Five cases of empty home maintenance projects were examined in the four types. In the UK, local governments lead the maintenance of empty homes under the institutional and financial support of the central government, and various civic organizations participate in recycling empty homes, including supply of rental housing and utilization of working space. This has implications for the empty homes policy in Korea. |
