| 요약1 | 2019년 정부에서는 지역 균형발전 및 일자리 창출, 국민 삶의 질 개선을 위해 8조 7천억 원의 예산을 투입하여 생활SOC를 확충하기로 발표하였다. 생활SOC는 공간ㆍ개발 중심의 대규모SOC 와는 달리 생활복지, 의료, 생활환경개선, 장애인 및 노인복지, 마을관리 등과 같이 삶의질과 밀접하게 연결된 사회서비스 지원 시설이다. 삶의 질과 직접적으로 관련되어 있으며, 기존의 공공건축, 커뮤니티시설, 돌봄센터, 기초생활인프라를 포함하는 개념으로 명확한 시설 범위에대한 학술적 논의가 부족한 상황이다. 따라서 본 연구에서는 정의와 범위에 따른 생활SOC의 시설 및 주요 유형을 분석하여 생활SOC의 구체적인 범주를 확립하고자 한다. 또한, 생활SOC 지역 공급을 위한 최적의 방법을 찾기 위하여 경기도 현황조사 및 통계분석을 통해 유형별 수요및 분포현황을 분석한다. 이를 바탕으로 경기도 수요조사와의 비교 분석을 진행하여 경기도 생활SOC의 공급 계획의 방향을 제시함으로써 지역에 맞는 대안 마련이 가능할 것이다. |
| 요약2 | Recently the government made an announcement of a reflection on the Life SOC’s budget, 8.7 trillion won in 2019’s total budget, 470 trillon won. Life SOC is the terminology standing for facilities supporting social service which is closely connected to the quality of life, such as welfare service, medical service, housing supply, environmental services, and town management for disabled and elderly. The consensus on the use of facilities and the academic approach on the concept of Life SOC is not fully established even if the term is widely used for policy development, including the academic and practical categories, such as public architectures, community facilities, caring centers, basic life infrastructures, and so forth. Therefore, this research aims to analyze several scope and types of facilities, and establish concrete categories of Life SOC. And we suggested a proper direction for the Gyeonggi Province planning for Life SOC by a comparative research of the current state between statistical quantities and the results of demand survey to figure out the optimized way for a local supply of the life SOC. |
