| 요약1 | "본 연구는 지역 커뮤니티의 쇠퇴를 가속화시키는 빈집밀집구역의 실태를 조사하고 재생방안을 제시하는데 목적이 있다. 정부는 2019년 4월 「소규모주택정비법」의 개정을 통해 빈집밀집구역을 도입하였다. 재정비촉진지구 해제구역 등 빈집밀집구역에 대한 실태조사 결과, 구역 내에사회취약계층의 거주비율이 높으며, 빈집의 대부분이 폭 3m 미만의 도로에 접해 있어 차량접근이 어렵고 관리상태가 불량한 실정이다. 이러한 빈집밀집구역의 환경개선을 위해서는 개별단위의 빈집정비사업뿐만 아니라, 빈집과 인접한 도로, 노후주택 등을 연계한 면적단위의 재생사업을 추진할 필요가 있다. 그러나 전문적 지식과 경제적 여력이 부족한 주민들이 스스로 재생사업을 추진하기에는 많은 한계가 있어 공공의 선도적 역할과 다각적 지원이 요구된다. 따라서 공공에서 빈집밀집구역 내에 개별단위의 빈집정비사업을 촉진하기 위한 민간협력 사업모델 발굴, 빈집정보은행 구축 등 공공지원을 강화하는 한편, 도로 등 부족한 기반시설을 확충하고 빈집과 노후주택 등을 연계한 자율주택정비사업 등 면적단위의 재생방안을 강구해야 한다." |
| 요약2 | The purpose of this study is to analyze the actual conditions of areas with high concentration of empty homes-clusters of empty homes-and to suggest regeneration strategy to revitalize these communities. The results of our survey showed that most of empty homes within the study area were adjacent to roads with less than 3m width-preventing vehicular access. Also, the neighborhood houses were deteriorating, and became deserted when the residents relocated to other regions. There is a limit to improve residential environment in the areas with the clusters of empty homes due to the narrow roads and lack of infrastructures. Therefore, it is necessary to undertake small-scale residential area regeneration projects covering improvement of empty homes, adjacent roads and deserted neighborhood. Since there are limitations in conducting such projects by residents themselves, participation of the public sector is necessary. |
