| 요약1 | 본 연구는 충청남도 내포신도시 건축물 경관심의제도 운영 현황 및 용도별 건축물 경관심의내용 분석을 통하여 경관심의의 주요 관점과 심의과정에서 나타난 문제점을 도출하고 개선방안을 제시하는데 목적이 있다. 연구 결과 첫째, 내포신도시는 행정구역 불일치로 통합관리의 어려움에도 불구하고 도시계획과의 정합성, 심의의 연속성, 통일성을 위해 총괄기획가(MP) 사전 자문, 용도별 심의위원 도입 등 내포신도시만의 건축물 경관심의체계를 구축하고 있었다. 둘째, 용도별 건축물 경관심의 내용 분석 결과 입면계획, 외부공간계획, 배치계획에 대한 의견이 많았으며, 야간경관계획, 형태계획 등에 대한 의견은 상대적으로 적었다. 셋째, 규모가 큰 공동주택, 상업·업무시설 등은 대부분 조건부, 재심의 의결로 처리되었으며, 원안 의결은 규모가 작은 단독주택에서 나타났다. 조건부, 재심의 의결 비율을 낮추는 방안으로 경관심의 기준인 지구단위계획 지침과 내포신도시 가로경관 디자인 가이드라인을 적용하는 방안과 사전검토 절차를 제시하였다. |
| 요약2 | The purpose of this study is to present the characteristics and proposed improvements for the Naepo New Town architectural landscape review system through analysis of the present landscape review system and landscape review by building site. This study is meaningful in providing basic data that can contribute to the operation of the landscape review system within the local government. The results of the study are as follows. First, despite difficulties in integration management due to the mismatch of administrative zones, Naepo New Town was operating a system of architectural landscape review with the following steps: master planner pre-consultation, introduction of committee per building site for collaboration with urban planners, continuous oversight, and unified review. Second, based on the results of the landscape review per building site, there were many opinions about the elevation plan, the outdoor space plan, and the overall layout plan. However, there were few suggestions for the night lighting plan and the shape plan. Third, large apartment site and the commercial site were reviewed again and modified. smaller single house site was voted for based on the original plan. The solution to lower the ratio of subsequent reviews and conditional applications of the district unit plan and the Naepo New Town streetscape design guideline is to follow a preliminary review process. |
