| 요약1 | 본 연구는 저활용 국·공유지 유효활용에 있어 공공주체에 의한 개발사업의 사업단위 수익률 등 재무적 수익성 측면에서의 접근이 아닌 공공성 측면의 정부 재정효과를 유형화하고 전반적인 경제적 효과에 주안점을 두어 분석함에 목적이 있다. 개발물건별 실증적인 재정효과 유형화를 위해 준공 시 투입된 개발비용 대비 위탁(운영)기간 내 장기적인 회수 재원에 대한 준공시점 기준 비용-편익분석 방법을 도입하여 정부 예산 외의 임대수익 비율과 효과에 따라 4가지 유형(정부수익형, 재정대체형, 재정절감형, 재정배분형)으로 분류하였다. 분석결과, 사업목적 구분에 따른 혼합형의 재정대체 효과는 공공시설의 우선 설치에도 불구하고 사업에 투입되는 개발비용 전부를 임대수익으로 재정을 대체 가능한 수준의 기대효과로 분석되었으며, 이는 공공주체 사업의 평가관점에서 사업의 합리화, 예산배분의 효율성 및 합의 형성을 목적으로 한 평가에 중점을 둔 방법으로 실증 사례분석에 그 정책적 의의가 있다. |
| 요약2 | This research focuses on the type of government's financial effect in terms of public interest rather than the financial profitability of development projects, such as the return of business units by the public sector to the effective use of under-utilized national lands. In order to formulate empirical financial effects for each development item, Cost-benefit analysis methods for empirical projects during construction of buildings were adopted and four types were identified such as government revenue, financial substitution, financial saving, and financial allocation. As a result of the analysis, the financial substitution effect of a mixture of policy objectives based on the classification of project purposes was analyzed as the expectation effect of the public funds being replaced by the rental income. There is a policy significance in the analysis of demonstration cases by focusing on rationalization of project, efficiency of budget allocation and the formation of consensus from the perspective of assessment of public principal projects. |
