| 요약1 | 본 연구의 목적은 근린재생형 도시재생선도사업의 사업 예산 분포 및 정책 목표와 사업간 연결성 분석을 통해 도시재생선도사업의 특성을 고찰하고, 향후 도시재생 정책 및 사업추진에 대한 시사점을 제시하는 데 있다. 본 연구를 위해 활성화계획 문헌 분석, 정책 목표별 예산 분포분석, 정책 목표-사업간 연계망 분석을 실시하였으며, 주요 결과는 다음과 같다. 첫째, 다수 지역의 인구 유출, 환경노후화, 사업체 수 감소 등의 공통적 쇠퇴문제와 지역별로 차별화된 쇠퇴원인과 지역자산의 다양성이 발견된다. 둘째, 물리환경적 개선, 지역특성화, 지역복지 증대, 지역역량강화, 지역경제활성화 부문 순으로 예산이 분포되어 있다. 셋째, 물리환경적 개선 부문별 사업 연계성은 타 목적과의 연결성을 통해 차별화 되며, 지역복지 증대 부문은 다른 부문과 다소 분리되는 양상이 보이며, 지역특성화 부문은 각 지역 여건 및 특성에 맞추어 역사 가치, 문화예술, 지역 관광 등과 연계되어 추진되고, 역량강화나 지역경제활동 증진 등과 복합적으로 연계 추진되는 양상을 보였다. 이를 통해 본 연구는 도시재생사업과 도시재생 뉴딜 정책 목표와의 연계 강화를 위한 시사점을 제시하고자 한다. |
| 요약2 | The purpose of this study is to examine the characteristics of urban regeneration pilot projects through analyzing the budget distribution, policy goals and inter-project networks of 11 neighborhood regeneration types of pilot projects, and to suggest implications for a future urban regeneration policy. For this study, the main results of the analysis of the previous urban regeneration plans, budget distribution by policy goals, and policy goal-projects linkage network analysis are as follows. First, there are common problems such as the decline of population outflow, deterioration of the local environment, and the decrease in the number of local businesses, but each region has their own specific problems and diversity of regional assets are found in each region. Second, budgets are distributed in the order of physical and environmental improvements, regional specialization, regional welfare increase, regional empowerment, and regional economic vitalization. Third, the improvement projects of the physical environment are differentiated through the connection with other goals, and the regional welfare increase sector is separated from the other sectors to a certain degree. The regional specialization sector has historical value, cultural arts, and local tourism, and has been linked to the strengthening of capacity of the region and the promotion of regional economic activities. This study suggests implications for strengthening the linkage between urban regeneration projects and new regulatory goals of the urban regeneration New Deal agenda. |
