| 요약1 | 이 연구의 목적은 현행 건축물 경관심의제도의 문제점을 도출하고, 심의자 집단과 피심의자 집단이 갖는 문제인식의 정도를 분석하여 제도개선의 시사점을 제시하는 것이다. 두 집단은 건축물 경관심의제도와 관련하여 정도의 차이는 있지만 공통된 인식을 갖고 있는 것으로 분석되었다. 인식분석 결과를 정리하면 첫째, 건축물 경관심의제도는 필요하지만 현행 심의제도 운영은 매우 개선이 필요하다고 인식하였다. 둘째, 심의대상에 있어서는 건축심의를 받지 않는 소규모 건축물보다 경관적 영향이 큰 대규모 건축물에 대한 경관심의가 더 필요하다고 인식하였다. 셋째, 심의기준에 있어서는 체크리스트의 내용을 보다 구체화하고, 유형도 다양화 할 필요가 있다고 인식하였다. 넷째, 심의절차에 있어서는 사전 검토 절차는 필요하지만 절차적 보완이 필요하다고 인식하였다. 마지막으로 공동위원회를 구성하여 경관심의를 하는 것에 대해서는 적정하다고 인식하는 것으로 나타났다. 이러한 두 집단의 공통된 인식은 건축물 경관심의제도의 개선방향을 찾는데 중요한 의미를 갖는다. |
| 요약2 | This study aims to derive the problems of the current architectural landscape review system and to suggest the implications of system improvement by analyzing the degree of problem recognition of the expert group. The two groups were analyzed that they have a common perception although there is a difference in relation to the architectural landscape review system. The results of the cognition analysis are summarized as follows: First, a system of deliberation on the architectural landscape is necessary, but the current deliberation system needs to be improved. Second, we considered that it is necessary to consider scenery of large - sized buildings with big landscape effect more than small - scale buildings which are not subject to deliberation. Third, in the deliberation standards, it was recognized that the contents of the checklist had to be more specific and diversified. Fourth, in the deliberation process, it was recognized that a preliminary review procedure was necessary but a procedural supplement was needed. Finally, it was found that it was appropriate to form a joint committee to conduct the scenery review. The common perception of these two groups is important for finding direction of improvement of the architectural landscape review system. |
