| 요약1 | 본 연구의 목적은 지구단위계획 경미한 사항의 변경 관련 제도의 개선요구에 따른 범위 및 규정 방식을 재검토하고 지구단위계획제도에 유연하게 활용할 수 있는 정책적 시사점을 제시하는데 있다. 연구의 결과로 첫째, 지자체 변경 사례 분석 결과 경미한 사항으로 적용되어야 하나 일반변경으로 운영되고 있는 지구단위계획 항목이 일부 있음이 분석되었다. 둘째, 국토교통부 민원질의 및 회신 분석 결과 경미한 변경 사항에 해당되지 않는 민원 질의들이 다수 있음이 확인되었다. 해당 질의 중 유사 질의내용이 반복되는 경우, 경미한 사항에 포함여부를 제고해야 할 것으로 보았다. 또한, 법규와 지자체 조례 간 연계로 작동되는 경미한 사항은 지자체 조례 개정을 통한 구체적 기준정립이 필요함을 파악하였다. 셋째, 전문가 의견 분석결과 경미한 사항으로 포함할 필요가 있는 경우는 조례 및 위원회 심의시 계획항목 중요도에 대한 복합적 검토가 선행되어야 할 것으로 분석되었다. 본 연구의 결과는 단기적으로는 지구단위계획 경미한 변경 규정상의 항목 및 범위에 대한 재검토가 효과적일 수 있음을 시사하고 있다. 또한 중장기적인 지구단위계획 경미한 변경에 대해서는 지자체 특성에 따라 자율적 기준을 정해 운용하는 대안도 검토할 수 있다. 지자체에서 특징적으로 관리하고자 하는 부문별 지구단위계획에 대한 지역 특화형 수립기준을 마련하여 지구단위계획 운용 기준을 마련하는 방안도 고려할 수 있다. |
| 요약2 | This study aims to review the scope of rationalizing minor alteration in District Unit Planing(DUP) and discuss policy implications for flexible utilization of the regulations. As a result, this study confirmed that there is a part of DUP which is operated as a general change, although it could be dealt with a minor matter. Second, as a result of civil affairs questionnaire and response analysis, this study confirmed that there are many complaints that are not applicable to minor changes. If the similar question is repeated in the query, it should be included in the minor issue. In addition, this study has identified that it is necessary to establish specific standards through amendment of the Local Government Ordinance, which is operated by linkage between laws and local government regulations. Third, when it is necessary to include as a minor matter from the result of expert opinion analysis, it should be preceded by a complex review on the importance of plan items in deliberation of ordinances and committees. The results of this study suggest that it may be effective to reexamine the items and scope of minor change regulations in DUP. In addition, it is possible to review alternatives to set and operate autonomous standards according to the characteristics of local autonomy in the case of moderate changes in the mid- and long-term district unit plans. It is also possible to consider establishing criteria for district-specific plans about the district-level unit plans that are to be managed by local governments. |
