| 요약1 | 주민 이탈이 심각한 쇠퇴지역의 경우 빈집 증가로 지역사회가 붕괴되는 사회적 문제를 겪고 있다. 인구감소 및 주택수요 둔화 등의 영향으로 이러한 빈집 증가현상은 향후 지속될 것으로 예측되고 있다. 본 연구는 우리보다 앞서 빈집 증가로 심각한 사회문제를 겪고 있는 일본의 빈집관리 체계를 심층적으로 분석하여, 체계적 대응방안을 모색하였다. 일본은 중앙정부차원에서 2015년 ?빈집 등 대책 추진에 관한 특별조치법?을 제정하여 빈집관리체계를 재정비하였다. 빈집에 대한 직접적 대응은 기초자치단체가 중심이 되어 이루어지고 있으며, 해당 자치단체의 유관 부서가 연계하여 상호보완적 대응체계를 구축하고 있다. 문제가 되는 빈집에 대한 조치는 조언 또는 지도, 권고, 명령 등 단계적 수단을 통해 이루어지고 있으며, 적절한 조치가 이루어지지 않는 경우 강제집행도 가능하도록 하여 강력한 행정력을 행사할 수 있도록 하고 있다. 빈집의 관리는 기본적으로 소유주 스스로가 담당해야 하는 몫이지만, 사회적 자산으로서 주택의 체계적 관리를 위해서 정부차원의 관리체계가 요구되며, 향후 빈집 증가에 대응할 수 있도록 빈집관련 제도를 체계적으로 개선할 필요가 있다. |
| 요약2 | Areas in decline are experiencing serous community collapse due to the emigration of residents and the increase of empty houses. The empty house phenomenon is expected to continue in the future because of decrease in population and slowdown in housing demand. This study considered systematic countermeasures of empty house through analyzing management system of empty house in Japan that has suffered from the same social issue. Japanese government enacted a law covering special cases of derelict houses and reorganized framework and countermeasure of empty house problem in 2015. The local government plays a primary role in coping with derelict house problem and build up a complementary system between interrelated departments. The municipal authorities can take stepwise legal actions for 'specified vacant house'. If the owner take no reaction following the instruction, the authorities can proceed to compulsory execution. Even though the maintenance of an empty house basically is the role of the house owner, the government should build up a framework for systematic management of housing stock as social assets. The reorganization of the legal system is required to cope with the increase of empty houses in the near future. |
