| 요약1 | 본 연구는 민간주도형 도시재생수법들 가운데서도 도시 공간 내 특정 부지의 상하부 공간에 다른 용도를 지정하여 토지이용의 고도화를 도모할 수 있는 방법인 '입체도시계획'에 초점을 맞추어 연구를 진행하였다. 민간주도형 입체도시계획은 제도적으로 '도시계획시설부지(공공소유)에 비도시계획시설(민간소유)을 복합화 하는 방안'을 의미하며, 이미 미국과 일본 등에서는 제도적 기반 마련과 제도를 적용한 사업 실행을 통해 지속가능한 도시재생을 실현해오고 있다. 미국과 일본의 입체도시계획제도와 적용 사례 분석을 통해 일본은 도로, 공원 등 물리적 도시계획시설과 민간개발을 전략적으로 통합하는 제도적 기반을 운영하는 것으로 나타났으며, 미국의 경우, 공공시설에 대한 개발권리를 이양하여 민간개발을 장려함으로써 도시기반시설을 정비하는 특성을 도출하였다. 결론으로 추후 우리나라의 민간주도형 입체도시계획제도 활용에 필요한 토지이용의 유연화, 토지권원의 명확화, 그리고 사업실행의 활성화 측면에서의 개선방안과 시사점을 제안한다. |
| 요약2 | This study aims to propose policy improvements on utilization of private initiated multi-dimensional urban planning system. Private initiated multi-dimensional urban planning means 'Constructing non-urban planning facility(private sector owned) on the urban planning facility(public sector owned) and its site'. Countries like the United States and Japan already launched private initiated multi-dimensional planning projects through reorganizing relevant institutional frameworks. Through analyzing these two countries, this research finds out that Japan has offered the regulatory bases which allow private development to integrate with public facilities strategically. Meanwhile the United Sates manipulates the transferring rights of development in improving urban infrastructures. As conclusion, the research addresses flexible land-use system, definite standard for partitioned superficies, and vitalized method for relevant projects for utilizing multi-dimensional urban planning regulations. |
