| 요약1 | 본 연구는 시민들에게 편안한 공간을 제공하는 공개공지에 대한 조성실태를 조사·분석하여 문제점을 도출하고 제도적 개선방안을 제안하는 것에 목적을 두고 있다. 대구광역시 내 91개 공개공지의 조성 현황을 분석한 결과 건축완화 실효성에 대한 문제, 공개공지 면적, 조성 개수, 위치, 시설물에 대한 문제점을 도출할 수 있었다. 이러한 문제점에 대한 개선책으로는 첫째, 공개공지 조성에 대한 건축완화 규정이 아닌 재정적 지원을 해 주는 인센티브 도입이 필요하다. 둘째, 명확하고 세분화된 공개공지 설치 규정이 필요하다. 셋째, 공개공지 디자인 가이드라인의 강화가 필요하다. 넷째, 공개공지에 대한 지속적인 관심과 지원이 필요하다. 시민들을 위한 공개공지를 조성하기 위해서는 계획부터 사후 관리까지 공공의 적극적인 개입과 제도적 개선이 이뤄져야 할 것이다. |
| 요약2 | This study focuses on drawing recommendations for improving Public Open Space by investigating its physical characteristics in terms of provision of amenity to people. In this study, current conditions of 91 Public Open Space in Daegu are selected and analyzed to identify issues and challenges of Public Open Space System. Through investigation and analysis of Public Open Space in Daegu, this study identified three current challenges ? such as effectiveness of easement of current architectural regulation and problems about size, number, locations, and facilities of exiting Public Open Space. To overcome these problems, the following recommendations are drawn in this study. First, instead of easement of architectural regulations, more robust financial support - such as incentives for Public Open Space that is built larger than the size requirement in the regulation - should be provided. Second, clear and detailed typology of Public Open Space can help establish regulate size, number, and facilities of Public Open Space. Third, separate design guidelines for improvement or new development of Public Open Space should be required and reflected to current and future urban planning context at the local level. Better accessibility and easy awareness of Public Open Space should be the key for the new design guidelines. Finally, local governments should establish solid policies or strategies ranging from design to maintenance of Public Open Space. |
