| 요약1 | 시민참여는 정부의 정책결정과 집행에 일반 시민이 직접 참여해 영향을 미치고 행정기관의 일탈행동을 감시할 뿐만 아니라 행정기관에 대한 시민의 지지를 확산하는 데 그 제도적 의의가 있다. 한국 도시계획의 수립과 집행은 정부주도로 추진되고 있으며 시민참여는 형식적으로 최소한의 법적 요건만 충족시키고 있다. 시민참여의 중요성이 높아지고 있는 이 시점에서 계획을 수립하고 정책을 추진하는 실제 주체인 공무원의 시민참여에 대한 긍정적인 인식이 중요하다. 본 연구에서는 경기도 31개 시군을 대상으로 도시계획 수립과정에서의 시민참여 실태를 각 시군 조례분석과 공무원 대상 설문조사 통해 파악하고 향후 시민참여 도시계획 수립의 과제와 개선방안을 제시하여 시민참여 활성화 방안을 제시하였다. 도시계획 수립과정에서 시민참여는 더 이상 형식적인 절차가 아니라 지역의 특성과 시민의 요구사항을 반영하고 사회적 갈등을 최소화할 수 있는 가장 이상적인 방법이다. 그동안 계획수립의 주체였던 공무원들도 시민참여의 필요성을 인식하고 있으며, 시민참여단 구성 등 적극적인 시민참여에 대한 관심도 높은 것으로 나타났다. 시민참여 확대를 위해서는 시민의 역량 강화도 필요하지만, 공공부문의 역할도 새롭게 정비해야 한다. |
| 요약2 | Citizen participation has its institutional significance not only to the policy making and implementation process but also to citizen’s support for civil administration. In Korea, the government leads the establishment and implementation process of urban planing, and citizen participation barely meets the minimum legal requirements. It is time for government officials to appreciate citizen participation to facilitate it. To study the status of citizen participation in urban planning process and find implications, the ordinances of 31 cities and counties in Gyeonggi-do were analyzed, and a questionnaire survey targeting Gyeonggi-do government officials was conducted. The citizen participation is proved to be the most ideal way to minimize social conflict and reflect citizen’s demands in urban planning process. The officials recognize the importance of citizen participation and also show high interest in active citizen participation methods including citizens planning council. In order to promote citizen participation further, however, the government’s role in each planning process needs to be redefined. |
