| 요약1 | 본 연구는 기후변화 대응에 있어서 탄소 완화 및 적응 계획 요소의 연계화 전략 방안 모색을 위한 기초 연구로, 기후변화 대응 선진 사례인 미국 대표 도시의 기후변화 전략 방안 조사, 기후변화 대응 마련을 위한 전문가 검증 및 설문조사로 구분되었다. 연구 결과, 기후변화 대응 전략을 위한 34개의 주요 계획 요소가 도출되었다. 선정된 항목별 상대적 중요도가 높았던 주요 계획요소는 '산림지 보전', '그린웨이, (도시)숲 조성', '태양열 에너지 사용', '홍수 대비 건축/구조물 계획', '공원 조성 및 확장', '나무 심기'의 항목으로 나타났다. 이밖에 탄소 완화 및 적응 계획간 연계성 측면에서 중요성이 높았던 계획 요소는 '옥상녹화', '그린웨이, 도시(숲) 조성', '산림지 보전', '공원 조성 및 확장', '나무 심기', '고단열 자재 사용'으로 도출되었다. 본 연구는 기후변화대응의 선진 사례를 심층적으로 조사·분석하여 탄소 완화 및 적응의 측면에서 요구되는 주요 계획 요소를 도출하는 동시에, 중요도 평가를 통하여 탄소 완화 및 적응의 연계화 방안을 고려했다는 데에 시사하는 바가 크다고 할 수 있다. 본 연구 결과는 향후 기후변화 전략 마련에 있어서 이행 효율성을 극대화하는데 일조할 수 있을 것이며, 여러 가지 계획 요소 중 반영 우선순위를 선정하는 데에도 전략적으로 활용될 수 있을 것이다. |
| 요약2 | This study is focused on combining a mitigation strategy and an adaptation strategy for developing a climate change plan. The authors investigated climate change strategies of representative cities in USA and conducted expert verification and an expert survey on climate change strategies. As a result, 34 factors were found to be the main factors to be considered for a climate change strategy. The factors that recorded comparatively high on the importance were "Forest preservation", "Green way and (Urban) forest", "Solar thermal energy", "Flood protection construction plan", "Park Creation" and "Tree planting". Furthermore, the importance scores among the factors and the correlation between the mitigation strategy and the adaptation strategy were derived by the expert survey. This study has a significance in that it examined the trend of the climate change strategies in USA, which has consolidated its position as a leading climate change strategy expert, and identified the main planning factors required to cope with climate change in both mitigation and adaptation strategies. These results can contribute to maximizing the efficiency of a climate change plan and selecting priority factors to be considered in the plan development. |
