| 요약1 | 본 연구는 영등포 준공업지역을 중심으로 우리나라 준공업지역 관리를 위한 법제도의 문제점을 파악하여 준공업지역의 특성 유지를 위한 관련 법제도의 개선방향을 제안하는 것을 목적으로 하고 있다. 이를 위해 본 연구는 우선 현황분석을 통해 영등포 준공업지역이 서울시의 가장 큰 준공업지역 면적을 차지하고 있음에도 불구하고, 실제 토지이용에서는 공업용도가 4.04%에 불과하며 이나마 지속적으로 주거나 상업, 업무 등으로 변화하고 있음에도 불구하고, 관련 상위계획분석을 통해 정책적으로는 지속적으로 영등포 준공업지역을 서울시의 미래 산업기지로서 육성하고자 하고 있는 것으로 파악하였다. 이를 바탕으로 준공업지역 관련 법제도 분석을 통해 ?국토의 계획및이용에관한법률?상 준공업지역을 위한 용도지역제의 한계, 영등포 준공업지역에 대한 ?산업입지및개발에관한법률?의 적용 한계, ?수도권정비계획법?상 수도권정비계획과 국계법 상 용도지역의 상젓, 그리고 중앙정부 및 서울시의 준공업지역 관련 정책이 일치하지 않고 있는 근본적인 문제점을 도출하였다. 따라서, 본 논문은 영등포 준공업지역을 미래 서울의 산업기지로 지속적으로 보호하고 육성하기 위해서는 무엇보다 준공업지역을 관리하는 관련 법의 정비와 개선이 필요하며 보다 전략적이고 종합적인 접근이 필요하다는 것을 제안하였다. |
| 요약2 | This paper aims at finding the limitations of land use controls for manufacturing zones in Seoul to provide the improvement schemes to manage them. To do so, it focuses on the Youngdengpo Manufacturing Zone in Seoul. The Youngdengpo Manufacturing Zone has been the largest industrial area in Seoul since the early 1900s. Yet, it has been losing the industrial functions although the industrial policies in the upper-level plans such as the Seoul Comprehensive Plan and the Plan for Industrial Zone try to keep industrial uses in the area; i.e., the industrial use only consists of 4.04% of the total land uses and large tracts of brownfields have been developed into residential or commercial/mixed uses. This paper found the fundamental legal limitations to protect the industrial uses in the zone by analyzing the related laws and systems including the Korean zoning system. In conclusion, it suggests a comprehensive approach considering laws, programs, and policies for Seoul to keep the industrial characters of manufacturing zones. |
