| 요약1 | 본 연구는 공공부문에서 장기임대주택을 지속적으로 공급하여야 하는 실정임에도 택지의 부족과 도심지 임대주택의 공급이 한계에 이르고 있어, 공공자산의 물리?환경적 가치를 장기화할 수 있는 방안을 도출하고자 한다. 이와 함께 공공에서 관리하고 있는 장기임대 재고주택의 경제?사회적 효용 가치를 높일 수 있고 신노년층의 주거복지가 실현 가능한 방안을 모색해 본다. 또한 우리나라가 산업적으로 고도 성장시대에 양산된 장기 공공임대주택과 이 시기에 성장한 신노년층이 2020년부터 '고령화사회'에 진입함에 따라 이들의 소득과 자산의 감소와 동시에 공공임대주택의 노후화와 이에 대응한 인적?물적 특성을 분석하고, 베이비붐 세대의 노화와 사회참여 기회 제공에 필요한 주거복지 요소를 대상으로 'Aging in place'의 지속가능성을 고찰한다. 한국토지주택공사가 관리?운영 중인 전국 731개 장기임대주택 단지 중 일부에서 실제 시행하였거나 시행하고 있는 사례를 중심으로 실증 시나리오별로 비교 분석하여, 공공부문의 투자부동산 자산인 장기임대주택의 건물 가치와 장기임대주택 거주자로서 신노년층이 가지게 될 주거환경 개선 방향에 대한 SWOT 분석을 통하여 적시적인 공공자산 관리와 새로운 주거복지방안을 제시하고자 한다. |
| 요약2 | Currently, there is a shortage of long-term rental housing in the public sector primarily due to the lack of available land and strict regulation although there is continuous need for the supply of rental housing in the downtown. This study aims to draw the solutions to the shortage of long-term rental housing in the public sector by extending the limits of physical and environmental values of public assets. This study also strives to find measures to increase the economic and social benefits of maintaining long-term stock of rental housing in the public sector and achieve housing welfare for the new elderly. In addition, this study reviews the requirements for the sustainability of 'Aging in place' with respect to the residential welfare elements necessary for the aging of the baby boomers and civic participation opportunities. Finally, this study suggests appropriate asset management and housing welfare measures for the new elderly by performing a SWOT analysis of the value of long-term rental housing development and the benefits of the residential environment for the new elderly as the residents. |
