| 요약1 | 본 연구는 21세기 이후 주요 계획내용 및 체계가 변화된 프랑스 도시지역계획(Plan Local d'Urbanisme)을 중심으로 하여 협의정비지구(ZAC)를 합리적으로 재정비한 그르노블시 드-본느(De Bonne)지구의 정비계획 지침 및 도시재생사업의 특성을 분석한 것이다. 도시계획의 목표 설정부터 정비 과정, 도시?건축적 세부지침에 이르기까지 PLU의 규제 방식과 내용을 검토하였다. 그르노블의 PLU 관련 도서는 입문보고서, 지속가능한 발전계획, 정비지침서 및 각종도면으로 구성되었다. 그 내용은 도시정비의 방침인 사회적 혼합, 고품질의 환경, 정비계획 공통지침과 세부지침으로 나누어 살펴봄으로써 드-본느지구의 계획에 대한 특징을 파악할 수 있었다. 지속적인 정책적 의지, 제도적 지원 및 개발 주체간의 합리적인 역할 조정을 기반으로 이해관계자들의 적극적인 참여와 관심 속에 지속가능한 개발의 모범사례가 되었다. 연구의 결과는 첫째, PLU지침 속의 정비방향과 목표에 따라 도시의 지역별 구체적인 밀도 배분, 정비방식 선정 및 사회적 혼합을 유도하고 있으며 둘째, EU콘체르토 프로그램 및 프랑스 환경기준을 맞춤으로써 고품질의 환경 창조를 목표로 한 사업의 재정적 지원기반을 마련하였고 셋째, 다양성, 접근성 및 녹지와의 조화를 통한 삶의 질의 향상을 달성할 수 있는 정비기법을 실현할 수 있게 되었다. |
| 요약2 | This Study aims to analyze characteristics of PLU(Plan Local d'Urbanisme) which has changed French urban planning management tools since 21th century and shows its implications through the examination of the PLU of Grenoble. This study found the characteristics of urban architectural planning and urban landscape by reviewing both common principles and detailed guidelines of the PLU of Grenoble. Based on this analysis, the results are as follows: First, the Plu of Grenoble represents social and economic characteristics. They include the differentiation strategy of density distribution, development method and social mix by sectors. Second, meeting criteria of the EU Concerto Program and HQE(Haute Qualite Environnementale), this project received lavish financial support. Third, the combined effort of stakeholders has made it possible to achieve such objectives as diversity, accessibility and the harmony with green areas. |
