| 요약1 | 2기 신도시 개발에서는 도시환경의 질에 대한 관심이 높아지면서 디자인 특화를 위한 다양한 계획수립이 진행되고 있으며, 다변화된 개발여건과 다양한 이해관계자들의 요구에 대응하기 위한 협력적 의사결정체계의 중요성이 부각되고 있다. 본 연구는 2기 신도시 공간환경디자인과 관련한 계획수립체계와 계획조정체계의 현황파악을 통해 한계 및 문제점을 도출하고, 통합된 공간환경디자인을 위한 개선방안을 제시하는 것을 목적으로 한다. 우선 신도시 공간환경디자인의 추진현황을 분석하여, 지구단위계획, 경관계획, 마스터플랜 등이 위계설정이 불명확한 상황에서 추진되면서 계획간 정합성이 미흡하고, 공공공간 및 공공시설에 대한 계획방향이 부재하다는 점을 파악하였다. 또한 계획조정체계 측면에서는 계획의 총괄관리 기능과 이해관계자간 의견조율 등이 미흡하다는 점을 파악하였다. 이러한 한계와 문제점을 개선하기 위해 지구단위계획, 경관계획, 공공디자인 계획 등을 아우르는 통합계획방식을 마련하고, 다수 전문가가 참여하는 협력적 계획체계를 도입하는 방안을 제시하였다. |
| 요약2 | In the second phase of New Town development in Korea, it efforts to apply various design strategies. In that process, ineffective response to stakeholder demands in the decision making process have been revealed and have been became an issue. In this respect, this study aims to identify the issues of spatial design framework in New Town and proposes the design management system for creating comprehensive spatial environment. According to examine current plans, this study identifies the following problems: ambiguity of hierarchy among plans such as district unit plan, urban landscape plan, masterplan, and others; lack of conformity among the above plans; shortage of planning direction for providing public space and public infrastructure. From the view of coordinate system for established plans, this study pinpoints inadequacies of comprehensive management capability for plans and reconciliation between the stakeholder’ opinions as another crucial issue. To crack down such issues, this study suggests that it is required to provide the comprehensive planning method coordinating district unit plan, urban landscape plan, and public design plan and collaborative planning system involving various specialists. |
