| 요약1 | 본 연구는 역사문화환경의 지구단위 관리정책 도입을 위해 해외의 관련제도와 도시공간구현 현황을 분석하여 정책시사점을 제시하는 것이 목적이다. 이를 위해 호주 멜버른의 헤리티지오버레이 제도를 대상으로 선정하여 도시계획지침과 도시공간현황의 분석을 진행하였다. 멜버른의 경우 이코모스버라헌장에서 역사문화환경에 대한 집합적인 관리개념을 제시하고 도시계획지침이 이와 연계되어 있으며, 적극적 활용정책을 추진하고 있다는 점에서 우리나라에 주는 시사점이 크다. 분석결과를 정리하면 다음과 같다. 첫째, 호주의 경우 역사문화환경에 대해 문화재보전차원에서 지정된 건축물 단위의 관리와 연계된 ‘헤리티지 오버레이’라고 하는 도시관리차원의 지구단위 관리제도를 운영하고 있으며, 개별 건축물에 대한 관리지침과 함께 주변 도시공간의 디자인 가이드라인을 제시함으로써 지구단위 관리를 수행하고 있었다. 둘째, 지구단위관리제도와 연계하여 각 지구의 대표적인 역사문화환경을 도시공간에서 적극적으로 활용할 수 있도록 하는 도시계획지침을 제시하는 특성을 가졌다. 이번 사례분석과 후속연구들을 토대로 향후 우리의 도시공간에 적합한 역사문화환경의 지구단위 관리정책이 추진되어야 할 것이다. |
| 요약2 | The aim of this research is to elicit the policy implications by analyzing the foreign policy in order to launch the district-based conservation policy for historic and cultural environment in Korea. It selected the policy of Heritage Overlay of Melbourne in Australia as a case study and explored the urban design guidelines and urban structure. Melbourne’s case is worthy of examining because the first step for policy of cultural environment, the Charter of the ICOMOS Burra(1999), put forward the concept of district-based conservation for historic and cultural environments and active utilizing policy connected with urban design guidelines. The findings are as followings: (1) The district-based conservation system named Heritage Overlay was composed of individual Heritage Overlay and precincts Heritage Overlay, and performed not only conserving the historic and cultural heritage but also announcing the design guidelines for circumferential district near heritage. (2) This system conducted the active utilizing the historic and cultural environment in urban space. This approach and results can be used to apply into the district-based conservation system in Korea. |
