| 요약1 | 본 연구는 경관법 절차에 따른 경관협정사업의 일반화 가능성을 점검하기 위해 시행된‘서울시 신월2동 경관협정시범사업’을 중심으로 고찰하였다. 경관협정시범사업의 실효성 제고를 목표로 그린파킹사업과의 연계과정을 살펴보고, 이에 관한 시사점을 제안하였다. 이론적 고찰 후, 시범사업의 추진과정에서 시도했던 관련사업과의 연계를 검토하였으며 그린파킹사업으로 한정하여 두 사업 간의 연계방법 및 시사점을 도출하였다. 주요 시사점은 경관협정시범사업 및 사업간 연계 시 동의조건 완화와 절차의 통합, 주민의 신속한 시공요구에 대한 유연성 확보, 행정 담당자의 업무기간 보장 등의 필요이다. 결론적으로 두 사업 간의 지속적인 연계를 위해서는 경관법 및 기존 공공사업 관련 제도의 검토, 행정부서 간의 협의 강화, 사업 간 연계를 위한 전담부서 및 담당자 필요, 코디네이터의 지속적 참여, 주민의 주인의식 확대를 위한 활동이 필요할 것으로 판단된다. |
| 요약2 | This study focused on the Shinwol 2-dong, Yangchun-gu, Seoul Landscape Agreement Pilot Project (LAPP). The goal is to find out the effectiveness of LAPP. First, analysis for the connection process to Green Parking Project (GPP) was performed, by and to propose its implications. The feasibility connections between the Landscape Agreement and Green Parking was investigated with a theoretical approach. The main implication of this research is to identify the needs for agreement standards in connecting LAPP to related projects, flexibility for residents’ demands of swift realization, and commitment period guarantee for administrator being charged with the project. The findings indicate that in order to continue the connection between LAPP and GPP, the followings are necessary: examining the landscape law and the system for public projects, strengthening consultations between administrative departments, forming a connections department, continuous participation of the project coordinator, and undertaking activities to improve the residents' sense of ownership. |
