| 요약1 | 공원 내 도그런 시설은 애견의 공원출입에 관한 갈등을 줄이고 도시공원의 이용을 촉진하기 위하여 제공되는 새로운 형태의 도시공원 시설이다. 본 연구는 도시공원 내 도그런의 개념과 역할, 공공시설로서의 사회적 필요성을 고찰하고, 아시아 국가 중 처음으로 공원시설로 도입되어 성공적으로 운영되고 있는 일본 동경도 도그런 사업의 도입과정과 시범사업의 평가, 이용현황 등을 조사·분석함으로써, 국내 도시공원 내 공공시설로서의 도그런의 적용 가능성 및 시사점 등을 검토하였다. 도그런에 관한 해외문헌과 동경 도그런 사업 담당자와의 인터뷰 내용 및 자료 등을 분석하였으며, 동경지역의 8개 도그런을 대상으로 사례조사를 실시하였다. 도그런은 다른 공원시설에 비해 월등히 적은 필요면적과 시설비용으로 공원이용을 촉진하는 효율성이 매우 높은 시설이며, 애견의 분리로 인한 이용자 간의 갈등을 줄이고 애견인의 책임의식을 고취시키는 공간으로 평가되고 있다. 또한 공원이용 및 관리에 있어 민·관의 유기적인 관계를 도모하고, 자원봉사자들의 청소, 이벤트 활동 등 주민참여와 교류, 커뮤니티 활동 활성화에 기여하고 있다. 도시 애견관리에 대한 정부의 역할인식과 정책마련이 필요한 현실에서, 공원 내 도그런을 사회적 시설로 인식하고 주민참여와 논의를 통해 시범사업을 시도하는 것은, 국내 애견문제 해결을 위한 시작점으로 그 사회적인 의미는 클 것으로 사료된다. |
| 요약2 | An off-leash dog run in urban parks is a new type of park facility, which is to reduce conflicts between dog owners and other park users while promoting park uses. This study aimed to review the benefits of off-leash dog areas and to investigate dog runs in Tokyo’s urban parks, the first off-leash dog area in Asia, in order to acquire insights on possible application in Korea. Literature reviews, an interview with the managers in the Tokyo Park Association, and case studies of eight dog runs in Tokyo have been conducted. The results show that cost-effective dog runs attract large numbers of people who demand a place where they can exercise their dogs without interfering with other park users. They also provide dog owners with opportunities to learn about responsible pet ownership and promote neighbourly interactions and community participations through various events and park maintenance. Since local government plays a major role in urban animal management which emerge as a social issue at present, offering an experimental dog run based on community participation will be a meaningful starting point to effective urban animal management. |
