| 요약1 | 기존 도심주거지는 환경이 낙후되기는 하였지만, 주거지로서의 기능을 유지하고 있어 거주환경만 개선된다면 도심주거지로의 재생이 가능할 것이다. 최근 한국에서도 ‘마을만들기’에 대한 관심이 높아지면서, 기존 도심주거지의 거주환경을 주민 스스로 가꾸어나가는 활동이 활발하게 이루어지고 있다. 그러나 실제적으로는 행정과 주민, 주민간의 갈등이 빈번히 일어나면서 주거지 주변의 문제에 대하여 자유롭게 의견을 교환하지 못하고 있는 실정이다. 이에 따라 의사결정 초기단계에서부터 지역의 문제점과 과제를 공유하고, 주민 서로의 입장에 대한 의식 제고가 기능한 주민 워크숍이 절실히 요구되고 있는 것이다. 본 연구는 이러한 워크숍의 필요성을 전제로 청주지역 구도심의 서운동 주민을 대상으로, 현재 살고 있는 도심주거지의 문제점을 파악하고 바람직한 주거지의 재생을 검토하기 위하여 주민의 자발적인 참여에 의한 서운동 주민워크숍을 통해 그 과정상에서 각기 다른 워크숍 툴을 시도해 봄으로써, 워크숍 툴의 유효성을 평가한 것이다. 새로운 워크숍 툴로써, 그림카드를 이용한 의사표현, 픽토그램을 이용한 의사표현은 기존의 워크숍 방법에 비하여 문제제기, 이해도, 참여도, 토론의 질, 집중도, 관심도에서 참여하는 주민의 의사표현 도출이 비교적 수월하게 이루어짐으로써 워크숍 툴로서 적용가능성이 매우 높은 것으로 나타났다. 도면을 이용한 직접적 주민의사표현 방식 또한 다소 진행과정상의 문제점을 개선한다면 워크숍 툴로서 적용가능성이 크다고 생각된다. 이처럼 지금까지의 형식적인 주민워크숍에서 탈피하여 주민참여를 보다 활성화시키기 위해서는 주민 간에 합의형성을 이루게 하는 의사결정시스템이 절실히 필요하다고 본다. |
| 요약2 | This study aims to derive inhabitant participation for conserving and rehabilitating the existing urban residential environment - conflict between the traditional residential buildings and high-rise mansions. With people increasingly interested in urban rehabilitation since 1990's in Korea, urban community is quickly becoming a popular trend. The residential zone in Soundong district of Cheongju City is selected for this research. While holding a workshop by opinion expression of inhabitants, the three different workshop tools of 'figure card', 'PIC (Pictogram Ideogram Communication)', and the tool using a drawing' are used and tested for their validity in the process. The result of this research indicates that the 'figure card' and the 'PIC' tools are very efficient as workshop media in deriving inhabitant participation. In addition, a drawing tool supplimented by these tools could fully reflect the opinion expression of inhabitants. |
