| 요약1 | 주거환경정비가 대도시의 문제로 인식됨에 따라, 그동안 지방중소도시의 주거환경정비에 대한 관심은 미비하였고, 그 지역의 물리적·환경적 특성을 고려한 설계지침이 부족하였다. 이러한 문제인식을 토대로, 본 연구에서는 지방중소도시의 주거지 특성을 살펴보고, 주거지를 분석한 결과 ⅰ) 농촌취락형, ⅱ) 소도읍시가지형, ⅲ) 재개발형, ⅳ) 신개발형의4가지로 유형화되었다. 또한 현재 적용하고 있는 주거환경정비수법을 분석한 결과, 크게 이원화된 구조를 가지고 있었다. 농촌지역은 농림부 중심으로, 도시지역은 건설교통부 중심으로 사업이 진행되고 있었다. 결과적으로 주거지 정비를 위한 정비사업이 이원화되어 운용되고 있음에 따라, 유사사업이 중복되어 있었으며, 공간정비를 위한 지침에 연계성이 부족하였다. 따라서 장기적으로 유사사업을 단일화 할 수 있는 방법과 공간적으로 연계성을 가질 수 있는 주거환경정비지침 마련 모색이 필요하다. |
| 요약2 | Residential renewal was considered as one of the urban problems in large cities. Residential renewal in medium-sized cities has been little paid attention and development scheme for those cities has not been made yet. Focusing on this matter, this paper attempts to investigate the appropriate redevelopment schemes for the renewal in both built-up and countryside areas of midium-sized cities. Residential area can be divided by four types : country settlements, hamlet renewals, built-up renewals, new developments. Residential renewal should consider the regional characteristics : urban and rural characteristics. Therefore, residential characteristics in medium-sized cities should be analyzed by four types of residential area. This study discovers that many factors are coincided with each others. They are include premature concept on urban renewal, absence of systematic plans in the long run, various legislations from different departments of Government, overlapping of similar projects, obscurity of renewal district designation and renewal guidelines. The final conclusion suggests how to coordinate and simplify those projects in the short and long terms. |
