| 요약1 | 지구단위계획은 효율적이고 합리적인 도시관리를 위해 도입된 제도이며 개발행위허가제는 토지형질변경을 위해 도입된 제도이다. 이렇게 각각의 다른 목적을 가지고 도입된 제도가 비도시지역에 적용되면서 제2종지구단위계획은 도시관리 뿐 아니라 도시개발을 위한 제도로 의미가 변화하였고, 개발행위허가제는 소규모 개별필지단위에서 벗어나 대규모 필지의 토지형질변경까지 적용되면서 도시관리의 역할을 일부 포함하게 되었다. 이러한 변화로 인하여 비도시지역에서는 두 제도간의 역할관계가 분명하게 구분되지 않게 됨에 따라 두 제도의 역할 및 기능을 비교 분석할 필요성이 제기되었다. 본 연구에서는 제2종지구단위계획과 개발행위허가제를 기능적인 부분과 운영적인 부분으로 구분하여 비교 분석하고, 각 제도가 담당하는 역할의 중복으로 인하여 도출되는 문제점에 대한 개선방안을 제안하였다. 기능적인 부분에서는 두 제도의성격 및 내용에 관하여 분석하였으며, 운영적인 부분에서는 각 제도가 담당하는 단계별 역할에 관하여 분석하였다. 이러한 분석을 통하여 운영단계에 따라 각 제도에서 다루는 내용을 구분하여 정립함으로써, 제2종지구단위계획은 관리와 개발의 성격을 지닌 도시관리계획의 역할을, 개발행위허가제는 사업을 위한 실시계획의 역할을 담당할 수 있도록 개선방안을 제시하였다. |
| 요약2 | The District Unit Planning system is the means to control the land effectively and theDevelopment Permit System is the means to change the character of the land. For the NonBuilt-up Area, the Type II District Unit Planning system includes the role of development andthe Development Permit System includes the role of control for the large scale of lots. Therole of those systems are not clearly classified in Non Built-up Area so that it is necessary tocompare with each other. The analysis is focused on the function and operation of twosystems, in the result, the improvement in implementation is proposed in this study. Thecharacters and contents are analyzed in function part and the roles of systems are analyzed inoperation part. This study proposes improvement of the Type II District Unit Planning systemand the Development Permit System in that the Type II District Unit Planning system shouldbe a management planning for administration and development and the Development PermitSystem should become an enforcement control mechanism. |
