| 요약1 | 우리나라는 최근 경관관리에 관한 관심이 높아지면서 새로운 전환점을 맞고 있다. 지금까지 도시계획체계에서 경관에 관한 개선 노력을 해오고 있었지만, 수많은 다른 법들에서도 경관 관련된 규정과 제도가 도입되면서 도시계획체계에서의 경관관리와 많은 혼란이 야기되고 있다. 따라서 보다 종합적인 경관관리를 위하여 도시계획과의 관계를 고려한 경관관리제도 연구의 필요성이 제기되고 있다. 이웃한 일본에서도 이와 유사한 논의가 진행되어 최근 2004년에 경관법이 제정되었다. 아직 우리나라는 경관법이 제정되지는 않았지만 일본의 경관관리제도의 최근 현황을 검토하고, 일본의 경관제도 개선내용 분석을 통하여 우리나라에서 제기되고 있는 경관관리와 도시계획과의 관계에 대한 시사점을 도출해 보고자 한다. 이를 위하여 도시계획제도와 경관제도의 전체적인 체계를 크게 계획, 관리, 사업 등으로 나누고 서로의 관계를 일본제도와 비교하여 시사점을 도출하였다. 우선 계획에서는 도시기본계획과 경관기본계획의 관계측면에서 경관기본계획의 제도위상을 검토하였다. 또 관리차원에서와 사업차원에서의 고려사항과 제도 제안을 모색하였다. 그리고 운영에 관해서도 전담부서의 운영, 행정적 지원, 경관형성사업 등에 관한 구체적인 관리방안을 제시하였다. |
| 요약2 | The legislation of Landscape Law is in the course of preparation for the formulation of thelandscape management system. However, confusion may occur because there are alreadymany clauses concerning landscape management in the urban planning system. Accordingly,it is necessary to study the landscape management with regards to the urban planning system.This study is about the present state of the landscape management in Korea and Japan. Its aimis to propose a landscape management improvement plan. The landscape management isanalysed in terms of the planning, management, project and the others which are related to theurban planning system. The result shows that many elements of landscape are managed by theurban planning system, but some elements that are not physical were not covered. Therefore,the contents in the urban planning system should be improved and added for the legislation ofLandscape Law. In addition, the study proposes some specific improvement measures for theurban landcape management. |
