| 요약1 | 1990년대후반에 접어들면서 중심시가지의 쇠퇴문제가 더욱심화되어 사회문제로까지 부각되자 일부 지역도시를 중심으로 중심시가지 활성화 전략 연구와 관련 사업들이 추진되었다. 그러나, 지자체의 활성화사업들은 중심시가지에 대한 명확한 분석과 진단 없이 유사하게 전개됨에 따라 지역적 특성을 충분히 반영하지 못하였고, 성과또한 저조할 수밖에 없었다. 더욱이, 유동인구와 시설에 대한 수요가 한정되어 있는 지역도시의 경우에는 중심시가지의 쇠퇴문제가 도시전반의 쇠퇴로까지 연결되고 있어 이에 대한 대책마련이 시급한 상황이다. 이에, 본 연구에서는 도시의 특성 및 정책추진 방향 등에서 유사한 여건을 보이고 있는 한일지역중심 도시(전주시와 가나자와시)를 사례로 중심시가지의 실태 및 특성, 활성화 정책과 관련 사업들을 비교·분석하여 시사점을 도출하고, 이를 토대로 정책적 측면 및사업·계획적 측면에서 국내 지역도시들의 중심시가지 활성화방안을 제안하였다. 즉, 정책적 측면에서는 ⅰ) 모니터링 시스템의 구축과 도시성장관리 정책의 병행추진, ⅱ) 국가차원에서의법·제도적, 예산적 지원기반 마련, ⅲ) 전담행정기구의 설치와 도심 관리기구의 설립 등을 제안하였고, 사업·계획적 측면에서는ⅰ) 중심시가지에 대한 기본 컨셉 정립과 공간기능 재설정, ⅱ) 중심시가지의 특성을 반영한 거주촉진방안, ⅲ) 거점시설의 재생과 로드샵 특화전략을 통한 상업기능 활성화방안 등을 제안하였다. |
| 요약2 | This study aims to obtain lessons by comparing and analyzing present status, features and programs related with urban renewal of two local cities(Jeonju city in Korea and Kanazawa city in Japan), which reveal much similarities in urban features and objectives of city policies. Based on the comparison and analysis of revitalization projects implemented by local governments, this study suggests the following revitalization strategies not only in aspects of law system and politics, but also in urban planning and renewal projects: Firstly, as supplementary measures in politics ⅰ) construction of a monitoring system and parallel promotion of a city growth management policy, ⅱ) establishment of special law and provision of budget to support urban renewal projects as a national movement, ⅲ) necessity of founding a task-force authorities responsible for whole related projects, are suggested; Secondly, as supplementary measures in urban planning and projects, ⅰ) re-formulating of a concept and function of central districts, ⅱ) development of habitation promotion projects reflecting the characteristic of the central city area, ⅲ) the strategy of activating a commercial function through reproduction of a base institution, are proposed. |
