Due to expansion of residential area and redevelopment of the city, the industrial area tends to be changed to a residential area. In addition, in fact, the complaint and the accompanying noise complaints about the factories adjacent to residential is rapidly increasing. According to the Ministry of Environment, in 1995, the number of case of complaints about noise and vibration is 2761 and 1198 cases(43%) are in the living area. Furthermore, from 1991 to 1997 Feb, 122 cases have been occurred because of damage caused by environmental pollution, 77(63%)cases are about noise and vibration. More than 50 percent of complaint are caused by heavy construction site and factories. It shows that is the main subject of the complaint. Meanwhile, even though the factories of the industrial area are keeping emission standard of noise and vibration(Article No. 8), it is hard to be accept for residents who lives near by the factories. The complaints about noise are caused continuously because over limited noise standard (Ministry of Construction Notice No. 2007 /273) gives damage to the residents. The purpose of this study is to check the changed residential area has a proper noise environment, and to confirm the related laws on the noise performance have appropriate standards. |
