요약2 The Korean government plans to implement the zero-energy building mandatory in phases from January 2020 starting with public buildings and is pushing for beyond building units to district units. This study is to analyze the meet of the energy independence rate for zero energy of the Guri-Galmae Station District and Seongnam-Bokjeong 1 District, which is the subject of the district-level zero energy pilot project, can be met. As a result of the analysis, it was found that in the Guri-Galmae Station District, the sunlight condition is excellent, so that the energy independence rate from buildings could be secured to 18.33%. If the public land secured an additional 2%, the energy independence rate of the district could meet more than 20%. In the case of Seongnam-Bokjeong 1 District, it was analyzed that it can secure 16.64% from buildings due to the adverse condition of sunlight due to the Yeongjang mountain on the south side of the district. Therefore, an additional 4% energy independence rate from the public land is required to satisfy the district’s energy independence rate of more than 20%. To build zero-energy in urban and district units, government policies and incentive systems should be in place to induce voluntary participation from the private sector.
